Beggars belief

I have been meaning to post this for some time now. Found it in a local newspaper, and actually wanted to write to them, but never got around to it.
So, the basis of the article says that the Chief of the Metro Police in Durban has said that motorists who support the beggars, and vendors at traffic lights can / will be fined (for transgressing some or other bylaw)!
The problem I have with this is as follows:-
The esteemed metro police and / or their esteemed chief, are unable to enforce a bylaw which says that no one is allowed to hang around intersections, no one is allowed to beg at these intersections, and hawking in general is not allowed in these intersections!

Now, because it's no use arresting these offenders on the basis they have no fixed address (so you cant find them again) have no income (so you cant fine then) and have no regard for the laws anyway ( so you can't - you know what I mean), they have decided lets see if we can grow our revenue and target those people who thorough the goodness of their hearts, humanitarian beliefs, religious belief, are happy to share some of their wealth with those less fortunate!!! I mean really - how fucking stupid, illiterate, uneducated can you be?

let me put it in another perspective:-
If someone with enough money to burn decides to, could he lay a complaint / charge at a local police station against the Metro Police and / or their Chief, for failing in their duties to keep vagrants, beggars and hawkers away from the intersections? After all, failure to implement and uphold the law / bylaw is a punishable offense, is it not? Just asking.... In fact, I think I will send this to a couple of daily's, (sans the bad language of course).
